DISCLAIMER: IDA Ontario provides this list of free assessments for information only. Informal assessments can help inform instruction. There are many normed assessment tools for classroom screening (see Early screening and RTI). DIBELS is listed here because it is a free normed assessment.
Educators must be trained in the implementation and scoring of any assessment tool to produce valid results. Training information is usually available on the assessment tool website.
These assessment tools do not replace formal, psycho-educational assessments, which must be carried out by a licensed psychologist.
Informal assessments
Phonological Awareness Screening Test - by Dr. David Kilpatrick (Equipped for Reading Success). Four forms of the Phonological Awareness Screening Test (PAST) are included to monitor student progress.
Diagnostic and Decoding Surveys by Really Great Reading. The Diagnostic Decoding Surveys enable one-on-one assessment of phonics skills for struggling readers from the
middle of first grade through adulthood.

Jenning's Informal Reading Assessment - The Jennings Informal Reading Assessment, an informal reading inventory (IRI), was developed by Dr. Joyce Jennings. It was field-tested in the Reading Center of
Northeastern Illinois University and in several schools in the Chicago metropolitan area with the help of graduate students in the Departments of Reading and Special Education at Northeastern Illinois University. It includes some word reading passages.
Normed assessments
DIBELS - Dynamic Indicators of Basic Early Literacy Skills - by the University of Oregon. The Dynamic Indicators of Basic Early Literacy Skills® (DIBELS) are a set of procedures and measures for assessing the acquisition of early literacy skills. They are designed to be short (one minute) fluency measures used to regularly monitor the development of early literacy and early reading skills. Test materials are free to download here. DIBELS is used by some jurisdictions for classroom screening and on-going assessment.
